A lightning delay is the suspension of outdoor play when a cloud-to-ground strike is detected within a defined radius of the venue, most commonly 8 miles. Play resumes only after 30 consecutive minutes with no strike inside that radius; every new strike resets the clock. There is no maximum delay.
The physics is identical everywhere; the paperwork differs. This is what each code actually specifies.

Cloud-to-ground lightning routinely strikes 6 to 10 miles from the parent storm, ahead of the rain and occasionally from sky that looks clear overhead.
