It sounds cautious, and it is; deliberately. Lightning can strike many miles from the edge of a storm, sometimes from a sky that looks clear overhead. The 8-mile / 30-minute standard gives players, officials and crowds a safety margin. There is no maximum delay and no fixed abandonment cut-off: if strikes keep coming, the clock keeps resetting.
